BYLAWS

By-Laws of the National Council of Local Human Service Administrators (NCLHSA)

Article I------Name

This organization, established within the American Public Human Services Association, shall be known as the National Council of Local Human Service Administrators (NCLHSA) or Local Council.

 

Article II------Purpose

The focal purpose of the Local Council shall be to pursue activities that reflect the Local Council’s commitments to exert a positive influence on the development of national policies and programs affecting local public human service administration and to promote the professional interests, competence, stature and leadership of local public human service administrators.

If the Local Council proposes to undertake a specific activity or study, the proposed activity or study shall have the approval of the American Public Human Service Association’s Executive Governing Board prior to its initiation.

 

Article III------Membership

Membership in the Local Council shall be open to all members of the American Public Human Services Association in the United States (including commonwealths and territories) who are administrators of local public human service agencies, whether locally (county or city) or state-administered programs, and who meet the general requirements for national Local Council membership established by the American Public Human Service Association Executive Board. The responsibility for determining whether an applicant for membership on the Local Council qualifies as a local administrator, as defined above, shall rest with the Executive Committee of the Local Council.

 

Article IV------Officers, Executive Committee and Appointments

Elected officers of the Council shall be the Chairperson and Vice Chairperson. The Chairperson shall preside at all meetings of the Local Council and of the Executive Committee.

The Vice Chairperson will take the place of the Chairperson if the Chairperson is absent.  In case of the Chairperson retiring from the position or otherwise resigning or vacating the role as Chairperson, the Vice Chairperson shall take the place of the Chairperson for the remainder of the term.  The Local Council Executive Committee will nominate and elect among its committee membership a new Vice Chairperson to serve for the remainder of the term. 

The term of office for the Chairperson shall be two years, beginning January first, except when elected or appointed to fill unexpired terms following the American Public Human Services Association election cycle. The term of office for the Vice Chairperson shall be one year, beginning January first, except when elected or appointed to fill unexpired terms of the Chairperson.  Multiple terms are allowed. 

The Local Council Executive Committee shall be composed of the officers, the immediate past Chairperson of the Local Council, and other appropriate members designated by the Chairperson in consultation with the Executive Committee members.  Any officer or Executive Committee member who no longer meets the eligibility requirements for membership is no longer eligible to hold office or serve on the Executive Committee. Any person who holds a seat as a Local Council representative on an American Public Human Services Association body and becomes ineligible for membership shall forfeit the seat held on another body.

The Executive Committee shall be authorized to act for the Local Council between meetings of the membership-at-large and shall meet at the call of the Chairperson or, upon receipt of requests from a majority of the members of the Executive Committee, the Chairperson or their designee shall issue notice of a meeting.

The Local Council and the Executive Committee shall be supported by an American Public Human Services Association designated staff. 

 

Article V------Meetings

Meetings of the membership-at-large of the Local Council shall be held concurrent to all American Public Human Services Association general membership conferences and at other times on the call of the Chairperson.

Each local jurisdiction represented on the Local Council shall be entitled to one vote. Votes by proxy shall be recognized.

 

Article VI------Locals Council Action

The Local Council shall comply with all criteria governing councils as established by the Executive Board of the American Public Human Services Association. Any findings or recommendations made by the Local Council or the Local Council Executive Committee shall have no force or effect except upon approval of the Executive Board of the American Public Human Services Association. The Local Council in all its activities shall cooperate with the Executive Board and the Executive Director of the American Public Human Services Association in implementing the objectives of the Association as set forth in its By-Laws.

 

Article VII------Amendments

Amendments shall become effective upon approval of the Executive Board of the American Public Human Services Association.
